Mami Mizotori, the Head of the United Nations Office for Disaster Risk Reduction (UNDRR) stated in the mid-term report of the Sendai Framework that "progress [in implementing the SFDRR] has stalled and, in some cases, reversed". In these countries responsibility for coordinating local emergency actions is delegated to the regions.
