It is important to ensure that emergency planning measures are balanced among society's and people's needs. For example, civil aviation is particularly vulnerable.

Lesson 4 – I can understand that BA may not have their own staff at the airport immediately after the event and they have to rely on the airport’s emergency plans. Small groups were escorted onto the plane to collect their hand luggage, but hold baggage was not returned to passengers until 48 hours after the event.

I have developed crisis management plans, emergency plans and business continuity plans at all levels, for a multitude of different organisations and industries. United Airlines when they dragged a passenger, David Dao Duy Anh, off one of their planes, were only able to get the story of the front page by compensating him.
