In the case of coronavirus, the medical profession has taken control of the agenda, yet most of the failings--and there are many--refer to civil protection issues: communications, logistics, coordination. Most striking is the abyss between plans and the ability to implement them with emergency response measures.
While the warmer months of the year signal a time when we can indulge in vacations, beach days, and outdoor activities, the summer and fall are also when hurricanes, thunderstorms, wildfires, and other potential natural disasters make their impressive mark across many areas of the United States, often disrupting the rhythm of our daily lives.
The role of emergencyplanning. The scenario for a major pandemic was developed over the period 2003-2009 and was first incorporated into emergencyplans close to the start of this period. Since the start of Covid-19 we have seen the failure of emergencyplanning, which is an indication of failure to provide foresight.
Emergencyplanning is an essential tool in the response to a pandemic. Planning is more a process than an outcome. This was contingent upon having plans that would enable the reaction to take place. The second lesson is that there could be a gap, an abyss even, between a pandemic plan and its ability to be activated.
Since the start of the crisis, I have constantly affirmed that the key to understanding the effects of this pandemic is the UK Government's failure to give adequate weight to emergencyplanning and management (Alexander 2020a, 2020b).
