It is obvious that military instability is likely to complicate and retard the process of getting natural hazard impacts under control. Moreover, the Coronavirus pandemic has been widely used as a pretext for curtailing human rights. There has recently been a surge of research interest in disaster and conflict (ref).

The study of disasters is a 'lateral discipline' that, to varying degrees embraces at least 42 other disciplines and professions (Alexander 2013). Pandemics are included because many of the effects of a pandemic are likely to be socio-economic in nature. By convention, conflict, warfare and disease epidemics are excluded.
