Unofficial voices have suggested that the 'cure to damage ratio' for natural hazards is 1:43. The Sendai Framework and all the United Nations impedimenta that goes with it tend to perpetuate this issue, despite the launch in 2010 of the UN Safe Cities programme (about 1% of towns and cities have signed up for it).
